Why are jobs at a lower priority being distributed before my Job?

The Priority of a Job is only one way that Jobs are distributed. The Pool also affects the order in which Jobs are distributed. Pool ordering overrides the priority value of a Job. See "Prioritizing your Jobs" in the User Manual for more information.
